Specific features of phraseological units as a lexical unit, such as integrity of meaning, complexity of content, stability of component composition, grammatical stability, alternative wording, semantic transformation (semantic reshaping) distinguish them from other language units.

Foreign language acquisition process is challenging particularly there is less atmosphere to use the language in communication. In this article, one learner of English language in Uzbekistan has been observed and analysis process, inter language problems and several solutions are offered to improve his communications skills. Initially, learner profile is presented where all information has been taken from needs analysis and grammar point to remedial teaching is theoretically analyzed and specific lesson plan is offered to pass the learner’s from inter language.

This article discusses philosophy of public administration. It must be recognized that the goals of the development strategy of New Uzbekistan serve the development of all spheres of state and community life. This article is dedicated to contributions of Central Asian scholars to the development of islamic sciences, including Muhammad ibn Ahmad Abu Bakr Sarakhsi’s legacy in international law doctrine. Author gives an authoritative statement that Central Asia, namely Uzbekistan, is, apparently, the homeland of International Law thanks to works of formidable scholar Muhammad ibn Ahmad Sarakhsi, so-called as “Hugo Grotius of the Muslims”. According to him, by interpreting Arabic scholar Muhammad Shaybani’s book “Kitab al-Siyar al-Kabir”, Sarakhsi was first to set forth the “Siyar” – “International Law” as an autonomous and legitimate discipline within the framework of law.

Author firmly maintains that Sarakhsi was a leading scientific authority who was credited by all islamic scholars as being one of the greatest scholars of Islamic jurisprudence of his time. According to author’s preliminary research results, he was one of the real founder-fathers of international law.

So, we will be analyzing the importance of phraseology in communicative competence. Moreover, teaching phrasal verbs is a difficult area. Many a study has proved that contextualization has an important positive effect on the ability of the students to decipher the correct meaning of a phrasal verb. This article is dedicated to analyze some useful approaches to the presentation of phrasal verbs through communicative approach to improve the students’ level of understanding. The article also suggests some other useful tips for teaching phrasal verbs.
